Not that dumb

Here's a quote from an episode of The West Wing that first aired in October, 2000.

In a scene from before Bartlet was elected president, Leo McGarry has invited Josh Lyman to come to NH to hear long-shot candidate Jed Bartlet talk. Josh says,

"Leo, the democrats aren't gonna nominate another liberal, academic, former governor from New England. I mean... we're dumb, but we're not that dumb."
Leo replies,
"Nah, I think we're exactly that dumb."

What's wrong with New England. We have had a lot of good presidents from here. Especially Massachusets.

Well, four is a lot. I mean it's more than, say, Hawaii.

But the question I have is, geopolitically where is the Northeast? Is it just
New England? New York too? Do they have liberal academic former
governors in New Jersey? Do we include Pennsyltuckey? Maryland?
